Department of Juvenile Justice Data

The Positive Assessment Change Tool (Prescreen and Full Assessment) was developed to assist Juvenile Probation Officers and contracted case managers in determining a youth’s level of risk to re-offend. The tool identifies criminogenic need and assists with developing a meaningful intervention plan and monitoring progress in reducing risk factors.

  • Based on PACT Prescreens, youth reporting drug use increased from 49% to 60% from 2006/2007 to 2010/2011 and alcohol use from 41% to 47% during the same period.
  • Based on PACT full assessments, youth reporting drug use increased from 71% to 79% from 2006/2007 to 2010/2011 and alcohol use from 54% to 64% during the same period.
